I need to update the link. I have a copy of the patch for the physical version, and there is a post on this site with an alternate method of installation. I'm not at my desktop right now, but I'll update the links soon.

The "TPFextract" utility link is broken. You can find a new one here

It has both the original TPFextract.exe and the TPFextractGUI , both are in the "binaries" folder

They execute from there.

This works on my Windows 10 64

All playbook utility links here are invalid. Does anyone know where I could find the EXEs themselves?

Several of them should be included in the MadMod X package. For the others though, I don't know, but I'll do some digging.

Download MadMod X, and let me know which ones are NOT available through that package.
