You mean for the 2017 uniforms? Their white uniform has already been created by 1312qohelet and included in the FF/FI Mod. You can find that in the Starting Guide for New Players. No blue uniform has been made, though, because they never announced a blue uniform and haven't worn one yet, and might not at all.
