You create that folder with that name and set up your mod there. You then move that folder to your "my documents". When ever you want to use the mod, rename the current mod (Madden NFL 08) to something else and then rename your mod "Madden NFL 08 (4H24)" to "Madden NFL 08".

You really shouldn't mess with the Program Files. All mods should go in My Documents folder.
