StingRay's Dat Editor Version 4

I downloaded StingRay's Dat Editor Version 4 to do some work on a Portrait pack, but when I go to run the exe nothing happens. I am running it on a Windows 10 Machine (21H2) and have tried to use the compatibility option, but still get no results. Is there something else I can do to get it to work?
Should I use another mod to update my .DAT file? Any Help is greatly appreciated. Thank you.

Which DAT editor? DAT File Replacer? DEX? Something else?

I use these utilities for my modding, but I don't edit portraits.

Need to ask where the UIS_LIB_PLAYER_PORT.dat file be stored in my documents? which folder? sorry to ask but even after I update the .dat file with new portraits, the old ones show up - thanks in advance from a really green user
