Super Bowl location for a CUSTOM ROSTER/FRANCHISE

I want to know if it's possible to:

1) You can make a Super Bowl location with a custom stadium (NOT the default SB XLII stadium)
2) Create a custom stadium for with a franchise with custom teams (Meaning teams don't play in it)

Can I also add the stadium for just the roster too?
EDIT: Also, none of the teams are supposed to use it...this means just one stadium for the Super Bowl not exhibition games.
