How do I open compressed files

I was playing around with UIS_LIB_FE_BACKGROUNDS and the files in there are compressed. Does anyone know how to open them? I used MMAPper and it didn't work.

I have looked in USEFUL LINKS, but either the tutorial isn't there or is just lost. :|
