This is the portrait file that has been expanded to the default PSXP limit of 8191.
When using DEX 1.5 the portrait will be the PSXP + 1. For example if the value of PSXP is 8191 then the portrait in the DAT will go in the 8192 spot.
There are some reserved spots in the DAT:
Do not replace the blue portraits.
Do not replace the cartoon portraits. DAT 1887 - 2405
Do not replace the cartoon hair style and hair style color. DAT 2406 - 2473

Wouldn't you just set DFR to zero-based when you import or export portraits? That's what I do with uniforms.

DEX worked differently with the portraits in which it didn't count the first spot so it counted spot 2 as 0. (PSXP 1 would be the second spot. Two more than the DEX count).
With DEX v1.5 I have it counting the first spot which in the portrait file is a blank spot. (PSXP 1 would be the second spot. One more than the DEX v1.5 count).
