Hunt was the main founder creating the AFL in 1960. Pittsburgh was the only team that received any cash in the 1970 NFL-AFL merger. Colts and Browns were doing great and needed no help financially, and were already playing in large capacity stadiums. Chiefs/ Dallas Texans left Dallas because Hunt decided that the Dallas–Fort Worth media market could not sustain two professional football franchises. The Texans shared the Cotton Bowl with the NFL's Dallas Cowboys, but gained less attention due to the AFL league's relatively unknown existence.

Hunt considered moving the Texans to either Atlanta, Georgia or Miami, Florida for the 1963 season. He was ultimately swayed by an offer from Kansas City Mayor Harold Roe Bartle. Bartle promised to triple the franchise's season ticket sales and expand the seating capacity of Municipal Stadium to accommodate the team.

$3 Million cash (Relocation Fee) swayed Rooney to move, nothing else. That was his best option. He took the money, hired Chuck Knoll & bought his dynasty. There was no rookie salary cap back then. Free Agency wasn't a major factor either.

AFL started with 8 teams in 1960, New York Titans, Boston Patriots, Buffalo Bills and the Houston Oilers along with a Western division of the Los Angeles Chargers, Denver Broncos, Oakland Raiders, and Dallas Texans. Then in 1966 Cincinnati & Miami both founded and joined the AFL.

Rooney have very little if no influence at all in any aspect of the NFL-AFL merger except to be paid to move his team to the AFC and got a new stadium out of the deal. Best move Rooney ever made!
