Prevent relocation without a tool?

Madden 06 doesn't give the "allow relocation" option when starting a franchise. The goal is to remove that aspect of the game entirely without the use of an external tool like AMP. I don't want a modded team with HD textures across the board to revert to 2005 graphics. How can I do this?
