Cap Penalties Glitch

Has anyone else run into a cap penalties glitch for all teams in offseason? When fixing with new contracts to keep players on teams (ie Joe Burrow w Bengals) it consistently gives every team a huge cap penalty even after signing players to new team friendly contracts. Wonder if this is why they constantly release their top players upon them having control of team…
