Custom Substitution packages

Can anyone help me to understand how the custom [substitution] packages work? Apparently there are stock default sub packages that you select during game play, for both the offense and defense. There is also the ability to create "custom packages" [Select Menu; Custom Packages; Create New]. However, none of the custom packages are available when you play a game "online" with another human opponent. Anyone know why? anyone know how to make them available during online play? Is there a maximum number of sub packages available, such that you can't add new custom packages? Any help would be appreciated.
