The Madden Playbook Editor Version 1.2.0.0 Issue

I use the Madden 08 Default Defense Playbook from Football Freaks I download in the day.
OS: is XP with pack 3
I get the following error each time I try to open a pbd file.

Hoping someone might have the answer to my issue.
