Nope, you have to get the full package.

Neither. The playbooks are not stored in the roster. They are stored in the GAMEDATA.dat file, which in the FF/FI XVI mod, comes from a slightly later Madden game. 09 or 10, I think.

Some of the play books have not changed in years. Basically some just changed the name of the coahes
