Here is a 1997 franchise file. I was going to convert it to a roster, but I never seem to get around to it.
Some features:
- every active player for 1997 (NOT team accurate)
- every draftee from 1997 (.. one extra actually. Peyton Manning declared for the 1997 Draft in my alternate reality)
- every relevant undrafted player from 1997
- any free agent you can imagine from 1994 forward
- a good coach list, but probably needs a few additions (and again, NOT team accurate)
- quite a few player contracts were based on realtime 1995-1997
Use this however you like.
.. for the record, most likely one would NOT be able to continue the franchise without deleting players. I believe my count having not removed retirees was in the neighborhood of 2800. And any mod users would likely encounter problems as this file was based on the final EA update for 2008.

What is the maximum or minimum number of players you can have for a long term stable franchise roster?
Is it the number of free agents that creates the issue?
Was the EA roster based on the final update not a good number of players?

I can't speak to a specific total in relation to a crash. But once the number hits 400 FAs, it's shaky ground (in my experience)
You *can* use this in Franchise, but in all likelyhood, it will crash after the first season. If you did make it out of the first season, which *is* possible, going forward it would depend on how many players the CPU removed from the franchise. If enough players aren't removed by the CPU, you'll crash for sure.
I post the warning about the EA default roster only for Mod users. I'm not sure the teams are the same, so that can cause a crash. Or I may be completely wrong on that. It was an issue with the first 1995 roster I posted. But that was 5 or more years ago.

I finally created a working franchise, but the coaches and team art is out of order. I want to post this one first before fixing that out of the fear that I might break the file.
