Is there a mod for this?

Does anyone know of any mod, anywhere, for Madden 19 that will change (or let me change) certain rules? (For instance, put kickoffs at the 30 again, [or get rid of kickoffs altogether and/or replace them with punting situation], or put extra points at the 2.5 again, or put touchbacks at the 20 again, or change the overtime rules.) And if there isn't a mod like this, is anyone capable of making something to this effect?

I would take a look at some of the NCAA mods.

Madden 19 and Madden 20 both have NCAA Mods! I haven't played the M19 version this year, but the M20 NCAA version is up to date players and teams!
