You can manually edit plays, global routes, hot routes, formations, personnel, etc. via Frosty .db editing. It's all manual code editing though. Nothing with a UI. Once I figured most of the tables out and the new coding for receiver routes it was easy enough to edit/create without a UI.

Planning to jump back into it in August when 20 drops. Next on my list is deciphering defensive assignments.
