Moving picks before starting franchise

Is there a way to move team draft picks before starting a franchise?

You won't be able to mess with any draft-related things before you create a franchise. However, as soon as you create one you can transfer draft picks using an editor like the NZA Editor.

NZA's Editor doesn't work for Madden 19. Madden Amp does, though. But I believe it can't edit franchise files.
