Cant move right stick vision cone

I am using an xbox one controller through steam input. everything works fine except the vision cone. The highlight stick with right stick works, kicking, everything. But when I try to move the qb vision cone around to different receivers, it will not work. Sometimes it moves a little bit left but it gets stuck and stops moving. any ideas?
