Is it normal for all the extra uniforms for a team to have broken art? Specifically the pants on a lot of alternates seem to have weird kaleidoscopic patterns or something.

Yes its due to the fact that those uniforms are not at the same size/quality as the Patriots home uniforms (thats the reference point for how the uniforms display in the uniform select screen)

That is normal. It will look fine in game.
