Its fairly easy to do in CS6 so I'd assume it was CS2, but not for sure, but you should be able to go Image>Mode>Color Table and save the palette, which would then save it as an ACT file. From there you can index another image and go to Custom and then load that file.
I may have done this wrong? The new color swatch had a lot more than 24 colors and when I indexed my RGB arm to it using the custom palette the image colors barely changed. Nowhere near as much as converting RGB to 256 did.
