I have a solid D-Line with solid elite DEs. I just don’t rack up sacks with them. Very often, I get pancaked.
Without moving them out of position, what are some ways to have them become playmakers?

If spread you D-line out, you will get sacks with you DE, I get around 15 - 20 sacks per season with my LE
But offcourse it can be a problem if the CPU decided to run the ball

Can you expand on that? Are you just modifying the d-line spacing pre-snap with up on the stick and letting the d-line control themselves? Are you calling a specific play? Is the d-line crashing, cannoning, going straight down?
Are you controlling the DE? are linebackers blitzing?
I still play a few games each week and still have this issue where my 90+ DE’s with 85+ DT’s and the pass rushing DE’s get very few sacks.

I use the cover2 playbook, where I play a defense based on a 4-3 formation with a bend but don’t break philosophy.
The main focus is to cut down on big plays and get my opponent in 3. down situations.
The DL is mostly spread out, so the DEs can get a better angel into opponents QB and I keep both safeties deep. It means that the linebacker corps has a great responsibility to stop the running game.
The MLB is also used to spy on the QB, so the MLB have a central role in my defense both against running and passing play.
Defense against passing play - I normal only calls these plays in a 3. down situations or in a long 2. down
If I can’t get enough pressure from my DL is spread out, I will also blitz with a linebacker or a cornerback
I have some success against 3WR with a Nickel formation, where I spread my DL and blitz with a Linebacker, ROLB or LOLB (in the side where there is no TE) + keep both safeties deep.
Against 4WR, I have some success with the quarters formation - Under man, where I blitz with the CB there is not covering a WR
Here is how I play the game
Defense - Before the snap:
I can change the play with a autible.
I can change the DL setup (ex. spreading or setup the linemen another coverage (ex from man to hook coverage) and/or change a lineman assignment (ex from spy to blitz)
I can change all LBs, CBs and safeties routes, if I have the time
I can spotlight a receiver
I not allowed taking control of any defense players and change their position on the field, but off course if a TE or WR going in motion, I can assign my defense to go in better position.
Defensive assignment: Normal I set my best cornerback against the best receiver
Defense - After the snap:
I do not take control of any players, I watch the play and I am allowed to make a tackle if the play is a running play or if the ball is catched by the opponent receiver.
Offense - Before the snap:
I can change all I want and what I have time for – audible, motion, hot routes, smart routes, new primary receiver, but I don’t make any changing to the OL, excepted I can change the TE or HB/FB to a blocking assignment
Offense - After the snap:
If it is a running play I only take control of the runningback and if it is a passing play I only take control of the QB, I never have control of a receiver during a passing play.

Fun Fact: In my Bears/Buccs/Moose Franchise; I drafted, after the 2007 season, LE Amos Colert in the 3. round, he will have more than 100 sacks in the 2013 season (6. season)
